• Embracement of XX’s Zero Harm HSSE culture and philosophy
• Implement and maintain an HSSE management system for the China region that meets XX HSSE requirements, ensures compliance with all relevant regulations, Group policies and XX specifications and provides for continuous improvement in HSSE performance.
• Drive HSSE initiatives to achieve the organization’s goals and strategy. If any gaps identified during regular check, proactively involve into the investigation, establish the catch-up solution.
• Independently responsible for HSSE programs, use tools or forms to systematically track the ongoing programs with clear timeline, ownership. Regular report the progress to HSSE Head.
• Draft or review all China level HSSE SOP/procedures when necessary.
• Support China footprint projects by achieving related HSSE initiatives.
• Advisory/recommendation/suggestion to all sites including projects and newly acquired facilities. Specified communication to each site should be done at least once a month.
• Establish the inspection checklist template individually for China Water Plants and Renewable Plants keep refining the contents.
• Regularly audit/inspect the China facilities, for renewable sites at least once half year, for water Plants at lease annually. The frequency should be increased when necessary. Report out by written report with findings and recommendations. Tracking the corrective actions with sites team till fully closed.
• Organize monthly monitor and review each Plant HSSE performance including water Plants and renewable plants.
• Proactively drive the improvement action plan/programs based on the Plant review results, include the action plan/programs into monthly tracking items.
• Promote China Plants HSSE representative’s competency to make sure each individual is capable of the assigned job.
• Organize the reginal HSSE meeting, establish the communication the experience exchange platforms for China Plants.
• Deep dive to all the incidents, non-compliance issue investigation. Review the investigation report together with Site team to ensure root cause are identified, corrective action plans are adequate. Tracking the related action plans till all closed.
• Make sure necessary reports are well analyzed, submitted and followed up as a close loop.
• Establish the HSSE training matrix to create the competencies needed to deliver the HSSE program.
